Scaling Endorsed Core SDA Government Technology Platforms
Overview
The Licence NSW platform was endorsed as a core State Digital Asset on 21 October 2025, following a comprehensive assessment process as per the governance established in the SDA Reuse Policy.
Licence NSW is a digital platform within Government Technology Platforms (GTP) that enables NSW Government agencies to issue and manage a wide range of public-facing licenses, registrations and permits for citizens and businesses. This includes but is not limited to areas such as occupational, business, recreational, vehicle, maritime, and liquor and gaming licences, permits and registrations.
It standardises licensing processes and improves regulatory management. By replacing siloed legacy systems like the OneGov Government Licensing System (GLS), it improves reporting, accessibility, reliability, security, and privacy.
Reuse mandate
NSW Government agencies must use the Licence NSW platform when a licencing solution is needed, including capability to issue and manage licences, registrations or permits.
This mandate complements the existing NSW circular DCS-2025-03 ‘Licence NSW All of Government Licensing Platform’.
What this means for agencies
- Agencies do not use (procure, develop or utilise) alternative licencing solutions.
- Use of the DCS Licence NSW instance is required to ensure All-of-Government alignment and associated benefits.
- Per the SDA Reuse Policy:
- Agencies may request reuse exemptions from endorsed SDAs
- Agencies that have existing solutions that duplicate capabilities available from endorsed SDAs must contact the SDA owner and plan a logical point for migration, e.g. when existing agency solution is decommissioned.
