Program Roadmap
A forward plan of SDA program activities and expected impacts. This roadmap will be updated regularly to reflect NSW Government priorities, customer needs and our progress.
Get involved
We invite existing or potential new State Digital Asset owners to participate in this work. We’d love to hear about your digital assets for whole-of-government use, as well as ideas to help us continue to refine our approach. Please see the program’s priorities and planned activities below.
Horizon 1 (now)
Objective: Define NSW SDA strategic direction, priorities, and increase awareness
Key activities
- Identify behavioural changes required to increase reuse of SDAs
- obtain agreement from senior governance groups on actions to increase reuse
- establish methods to identify NSW SDA priorities and strategic direction
- create awareness of SDAs by publishing content on digital.NSW and other communication channels
Assets identified for reuse
In the first horizon, we identified existing digital assets that are delivering outcomes against 4 value domains.
Value domains | Outcomes |
---|---|
Customer Experience | Reduce the number of government websites onto a single, trusted domain. |
Government Service Delivery |
Enable common interactions such as making payments, scheduling services, applying for grants. Issue and administer digital licenses and credentials. Simplify the procurement experience for buyers and sellers in NSW Government. Help public servants collaborate across agencies more seamlessly. |
Intelligence | Sharable trends and insights to inform government decision making. |
Foundations |
A statewide digital identity and credentials solution. Secure ways to host and share government data. Practical guides to deliver more accessible services. |

What it means for you
- As a potential SDA user, you can connect with owners listed in What’s Available
- as an SDA owner we have engaged in this horizon, refer to the SDA Lifecycle process to understand how we will continue to support you
- if you own or provide a digital solution to government that relates to the areas above, please let us know so we can support your alignment to NSW Government’s strategic direction
Horizon 2 (next)
Objective: Establish governance, assurance, and standards to increase reuse, and publish next set of SDAs
Key activities
- Establish an ICT Reuse Policy to provide a pathway for NSW Government agencies to agree on State Digital Assets to use by default
- commence identifying and obtaining agreement for assets all agencies must use by default, then assure agency investment compliance
- provide guidance to SDA owners on how to achieve best practice whole-of-government service offerings
- develop standard reporting that priority SDA owners can use to communicate to governance and assurance groups
- advocate sustainable funding for priority SDAs with senior governance groups
- publish the NSW SDA reuse catalogue
Assets to be identified for reuse
In this horizon, we will broaden our review to additional value domains, specifically in use cases around customer profiles/wallets, emergency management, and the environment.
Value domains | Areas to review |
---|---|
Customer Experience |
Digital wallet initiatives and customer concessions Tell government once and simplified administration of services related to life events |
Government Service Delivery |
Emergency management, disaster relief and recovery. Whole-of-Government asset management and ticketing solutions |
Intelligence | Health data and digital records to improve customer outcomes. |
Innovation | Environmental data management and net zero initiatives. |
Corporate Services | Whole-of-Government enterprise resource planning (ERP) solutions. |
Foundations |
Digital signature capability. Single customer profile initiatives. Connectivity and cyber security. |
Please contact us if you are planning, developing or have digital assets in NSW government for the areas above.
What it means for you
- NSW public servants will need to use any asset marked as "use by default" in What’s Available. All ICT/Digital investments that go through NSW investment and assurance will be assessed for compliance.
- as an SDA owner of an asset agreed to be used by default, you will need to provide reports to specific whole-of-government governance groups to enable a strategic focus on funding, adoption, and policy development when required.
- as a priority SDA owner, you will need to address assurance recommendations to ensure you provide best practice whole-of-government service offerings
- as an SDA owner in the NSW SDA reuse catalogue, you will need to ensure the information published remains accurate and current
Horizon 3 (future)
Objective: Increase benefits by managing SDAs as a collection of connected assets, policies and standards with customer at the centre
Key activities
- Identify whole-of-government priority problems/outcomes and use cases to develop a State Digital Assets ecosystem architecture (for example: what assets are needed to deliver seamless customer experience)
- develop ecosystem architectures for priority government problems/outcomes
- identify ecosystem asset, policy and standard priorities for development and investment
- update the NSW Government Enterprise Architecture (GEA) standards to provide guidance on how to design scalable, interoperable solutions and services
Assets to be identified for reuse
In this horizon, we will start to develop ecosystem views of State Digital Assets. Each ecosystem will focus on a specific user segment and their needs (customers, industry partners, public servants).
Value domains | Areas to review |
---|---|
Customer, Industry & Public Servant ecosystems | Develop architecture patterns that combine State Digital Assets to achieve value for customers, industry partners and public servants. |
What it means for you
- SDA owners will need to ensure alignment with available NSW GEA standards that relate to solution scalability and interoperability
- specific SDA owners will be involved in co-design activities for building out ecosystem architectures to solve priority whole-of-government problems, which will lead to actions for asset enhancements and integration
- government policy experts will be consulted for any change or reform required to achieve whole-of-government outcomes
- the Government Enterprise Architects community will be engaged to support development and endorsement of standards to improve service offering and maturity of State Digital Assets
