How the AI Review Committee works with Digital Assurance
The AI Review Committee is a group of experts established to advise the NSW Government on the use of AI in public services. It provides guidance on options and risk mitigation strategies for projects referred to the Committee. In addition to this, dozens of Digital Assurance expert reviewers continue to support best practice in digital project governance, compliance and delivery.

Professor Ed Santow
Co-Director, UTS Human Technology Institute; Chair – AI Review Committee
Professor Edward Santow is a leading expert in human rights law and AI and is Co-Director of the Human Technology Institute at the University of Technology Sydney. His work focuses on digital government, AI regulation and assurance, facial recognition, and digital identity. Santow serves on the government’s AI Expert Group, the National Quantum Advisory Committee and the Government Service Delivery Advisory Board. A former Human Rights Commissioner, Santow is a Fellow of the Australian Academy of Law and UTS Centre for Social Justice & Inclusion, and is a patron of the Refugee Advice & Casework Service.

Theresa Dirndorfer Anderson
Data/AI Ethicist, Connecting Stones
A scholar-practitioner with nearly 30 years’ experience at the intersection of information, data, and emerging technologies, Dr Theresa Anderson is a recognised thought leader in data science education and ethical practice. She was named one of Australia’s “Top 25” Data Analytics Leaders by IAPA in 2023. As inaugural director of a pioneering transdisciplinary data science program at UTS, Theresa led award-winning initiatives foregrounding ethics, equity, and inclusive design. Now an independent consultant, she works with standards bodies, IGOs and global health projects to shape responsible, inclusive, and trustworthy data and AI practices.

Dr Alex Antic
Faculty Head of AI Strategy at UNSW Canberra
Dr Alex Antic is an award-winning AI leader, advisor and author with more than 22 years' experience across government, finance, academia and tech. Recognised as a top 5 Data Science leader in Australia (IAPA, 2021), he combines deep technical knowledge with strategic insight. Dr Antic holds a PhD in applied mathematics and has held senior academic roles at ANU, UTS, UNSW Canberra, RMIT and the University of Wollongong. He is the former Head of Data Science at ANU and author of Creators of Intelligence, contributing widely to the responsible advancement of AI through leadership, training and public speaking.

Dr Fang Chen
Executive Director of the Data Science Institute at UTS
Dr Fang Chen is a global leader in AI and data science, known for driving ethical, human-centred innovation across sectors such as health, energy and transport. She is Executive Director of the Data Science Institute at UTS and has held senior roles at Intel, Motorola, and CSIRO. A trusted advisor to governments and industry, Chen has authored 400+ papers, filed 30+ patents, and won major awards including the Eureka Prize and NSW Premier’s Prize for Science and Engineering. Dr Chen’s work bridges research, deployment and policy to ensure AI delivers value while remaining trustworthy and responsible.

Laura Christie
Chief Information and Digital Officer, NSW Government
Laura Christie PSM is the Deputy Secretary of Digital NSW at the NSW Department of Customer Service, and the state’s Government Chief Information and Digital Officer. Laura leads whole-of-government digital strategy, investment, assurance and sourcing, and delivery of government technology platforms. She chairs the NSW Telco Authority Advisory Board, overseeing critical communications and statewide connectivity programs. With more than 15 years in senior public sector roles, Laura has led complex public policy development, service delivery, major reforms and technology risk management. Her work earned her a Public Service Medal for outstanding contributions to policy development in NSW.

Professor Nicholas Davis
Co-Director, UTS Human Technology Institute
Professor Nicholas Davis is Industry Professor of Emerging Technology and Co-Director of the Human Technology Institute at the University of Technology Sydney, where he works to ensure emerging technologies are designed and governed in ways that advance human dignity, fairness and public value. He was previously Head of Society and Innovation and a member of the Executive Committee at the World Economic Forum and Managing Partner of SWIFT Partners in Geneva. He is co-author (with Klaus Schwab) of Shaping the Fourth Industrial Revolution, a guide to navigating at the intersection of technology and society. A Certified Professional Facilitator and Fellow of the Royal Society of the Arts, Nick is also an Associate Fellow at Oxford’s Saïd Business School, an Associate Fellow at the Geneva Centre for Security Policy, a member of ASIC’s Consultative Panel, Visiting Fellow at the Australian National University, and a board member of the IMPROVE European Innovation Management Academy.

Dr Kylie De Boer, PHD
Board Chair and Non-Executive Director, Westmead Fertility Centre
Dr Kylie de Boer is an experienced CEO and non-executive director with an extensive scientific background, which includes expertise in commercialising disruptive technologies in medical and digital services. She chairs Westmead Fertility Centre’s Board and holds a PhD in Medicine from the University of Sydney. With advanced training from Harvard Business School, Dr de Boer brings strong capabilities in governance, risk, cyber security and data protection. She has developed AI solutions for regulated environments and champions evidence-based, patient-centred care. Dr de Boer is a dedicated mentor and advocate for women in STEM.

Howard Elliott
Non-executive Director, Expert Witness
Howard Elliott has over 35 years of experience in IT, telecommunications, and payments, with deep expertise in technology governance and information systems assurance. A Certified Information Systems Auditor (CISA), he has worked extensively across emerging technologies and currently advises a legal-tech startup focused on AI-driven document analysis. Elliott has spent recent years training and developing AI systems, applying advanced neural networks and large language models. He holds degrees in mathematics and legal studies, and his board experience spans fintech among other sectors. A member of ISACA, ACS, and IEEE, he contributes expert insight into the regulation and assurance of responsible AI.

Ajoy Ghosh
Interim CISO, The Cyber Alchemist
Ajoy Ghosh is a recognised leader in cyber security and has extensive experience across both government and private sectors. He specialises in enterprise cyber strategy and digital forensics, and is a trusted expert witness in high-profile cases involving data breaches, online exploitation and complex fraud. An endorsed assessor with the Australian Signals Directorate, Ghosh evaluates cyber capabilities against national security standards. He sits on several executive and advisory boards including Amnesty International Australia, where he advocates for digital rights and ethical AI. Ghosh’s deep expertise in cybercrime and regulation informs his work on safe, accountable digital ecosystems.

Lee Hickin
Executive Director of the National AI Centre
Lee Hickin is a senior technology leader with over 30 years’ experience in technical, sales, and business development roles across the UK, Asia, and Australia. He currently leads the Australian National AI Centre (NAIC), supporting the safe and responsible adoption of artificial intelligence. Before joining the federal government, Lee was CTO for Microsoft Australia and New Zealand and led Microsoft’s Responsible AI program across Asia. He has also held senior roles with Amazon Web Services, RSA Security, IBM, and Tivoli. Lee advises governments and regulators globally on AI governance and serves on advisory bodies including Singapore’s AI Verify Board and the NSW AI Assurance Committee. He holds a Bachelor of Science (Honours) in Business and Information Technology from Bournemouth University.

Jessica Ho
Director, Digital Investment Assurance, NSW Department of Customer Service
Jessica Ho is an experienced ICT executive with nearly 25 years in digital leadership roles including across state and federal government. At Digital NSW, she leads the ICT Digital Investment and Assurance division, overseeing assurance for all ICT and Digital Restart Fund projects. Previously, she was an Associate Partner at IBM, managing the Defence and National Security portfolio. Ho has held senior ICT roles with the Attorney-General’s Department, ACT Government, Defence, Employment, and Medicare. She holds qualifications in Health Science, Nursing, and ICT, and recently completed an Executive Master of Public Administration with ANZSOG.

Ms Aurelie Jacquet
Director, Ethical AI Consulting; Member, National AI Expert Group
Aurélie is the CEO of Ethical AI Consulting, advising organisations in Australia and globally on safe and responsible AI. She has served on the Federal Government's AI Expert Group and also led Responsible AI research at CSIRO-DATA61. Internationally, she chairs Australia's committee at ISO, shaping global AI standards, and is an expert advisor to the OECD on AI. She has also contributed to global AI certification initiatives and advised the European Commission on international AI policy. Recognised among the “100 Brilliant Women in AI Ethics,” Aurélie is a global leader in scaling AI safely and responsibly.

Lisa Schonstein
Group Chief Privacy Officer, QBE Insurance
Lisa Schonstein is the Group Chief Privacy Officer at QBE Insurance, bringing extensive experience in privacy, data protection, and AI ethics across industries including insurance, healthcare, retail, aviation, government and not-for-profits. With academic qualifications in law, bioethics, and science, she has contributed to multiple publications in bioethics and public health and served on a Human Research Ethics Committee (HREC) at Westmead Children’s Hospital. Schonstein has also advised health tech startups and lectured in data ethics and privacy, reflecting a strong commitment to ethical leadership in emerging technologies.

Bill Simpson-Young
Founder and Chief Executive, Gradient Institute
Bill Simpson-Young is the co-founder and Chief Executive of Gradient Institute, a not-for-profit research organisation dedicated to embedding safety, ethics, accountability, and transparency into AI systems. A technology leader with a background in machine learning, computer vision, and data privacy, he has led research and engineering teams across major tech companies and research bodies. These include Canon’s CiSRA, NICTA and CSIRO’s Data61. Simpson-Young has taught IT innovation at the University of Sydney and holds degrees in computer science, cognitive science and history of art. He serves on the NSW AI Review Committee, ANU’s Computing Advisory Board and the government’s AI Expert Group.

Neil Soderlund
Founder and Non-Executive Director, Quantium Health
Neil Söderlund has over 30 years’ experience at the intersection of healthcare, data science and policy. He spent 14 years at Boston Consulting Group (BCG) advising healthcare clients and leading its Sydney office, later founding Health Outcomes Australia and serving as CEO of Quantium Health. His work has supported major initiatives including health outcomes tracking and COVID-19 response analytics. A former Rhodes Scholar, Söderlund holds degrees from Witwatersrand, London and Oxford. He currently holds advisory roles with Quantium, BCG, and Macquarie University.
