Emergency Management Multi Agency Coordination System (EMMACS) Program
Enhancing interoperability in emergency management with digital capabilities
The Emergency Management Multi Agency Coordination System (EMMACS) will deliver an integrated off-the-shelf platform to support the coordination of agencies responding to emergency events, such as floods, cyclones and bushfires.
The main aim of EMMACS is to significantly enhance emergency management capabilities in NSW by streamlining critical operational functions via a centralised platform and improve the digital capacity of the public sector workforce.
The system will deliver improved communication and collaboration tools, including chat, SMS, and integration with platforms like Microsoft Teams, to facilitate seamless coordination across multiple emergency management agencies and stakeholders, including local councils and ACT Government agencies. The system will support real-time situational awareness through Geographic Information System mapping and field resources updates, enabling a holistic view of incidents.
The system will support the operation of multi-agency Emergency Operations Centres (EOC) that are ‘stood up’ to coordinate the response to all kinds of emergencies at the local, regional and state level. EOCs assist with the efficient allocation and tracking of resources, and the new EMMACS system will deliver robust information management capabilities to streamline data collection, analysis, and dissemination across multiple agencies.
Achievements
The project commenced in November 2024 with project initiation and is currently in the mobilisation phase (March to July 2025), which involves onboarding the vendor and completing procurement. The core program delivery phase, encompassing development and testing, is scheduled from August 2025 to January 2026, and will be followed by operational handover in February to March 2026, with the project's go-live targeted for March 2026.

All members of the State Emergency Management Committee, Regional Emergency Management Committee and Local Emergency Management Committee of NSW, Combat Agencies, Functional Areas, NGOs and other supporting organisations.
