About the ICT Assurance Framework
The magnitude of the State's ambitious ICT investment means that a focus on ensuring major projects are delivered in a timely and cost-efficient way is critical. To ensure there is better oversight of the state's ICT investment, the NSW Government has implemented the ICT Digital Assurance Framework (PDF, 5.13 MB).
The objective of the IAF is to ensure NSW Government's ICT projects are delivered on time and on budget through the implementation of a risk-based independent assurance framework.
The IAF applies to the State's capital and recurrent funded ICT projects with a value of $5 million and above, being developed, procured or delivered by General Government agencies, Government Businesses, and State Owned Corporations. This assurance process provides a level of confidence to the nominated sub-committees of Cabinet that the State's ICT projects are being effectively developed and delivered in accordance with the Government's objectives.
The IAF consists of two main components:
- Expert and independent Gateway Reviews, Health Checks and Deep Dive Reviews
- Regular project reporting based on inputs provided by delivery agencies
This tiered, risk-based approach to the assurance evaluating ensures that the focus is on the most important and complex projects. The process is confidential to each project, and advice is provided to the NSW Government, as the investor, through regular reporting. This approach enables “red flags” to be raised and an opportunity for interventions to be ordered to ensure projects are delivered on-time, on-budget, and in accordance with the NSW Government's objectives.
The IAF is part of the Gateway Coordination Framework under the NSW Gateway Policy. The NSW Gateway Policy is administered by NSW Treasury.
